Mentoring Survey



We are interested in cultivating the relationships between newer members and those who have been APCO members for a while and in relationship between the chapters and the membership department. We are looking into ways to get members connected to one another and we want your input.

One way to integrate new members is to through a member-mentoring program. A mentor could be someone who gives a welcome call to a new member or perhaps an e-mail reminder of an upcoming meeting. What if a more experienced member connected with a first-time conference attendee from your chapter to help show him or her the conference ropes?

You could share your expertise with the membership and strengthen the industry on a member-advisory panel. Your professional experience maybe you helped to build a new comm center or were the lead on a CAD-implementation team  could help a colleague.

Elsevier Public Safety to Publish APCO Magazine

APCO announced last week that Elsevier Public Safety will be the official publisher of Public Safety Communications/APCO Bulletin. The agreement between APCO and Elsevier Public Safety is a long-term agreement, in which Elsevier Public Safety will publish, produce, market, promote and sell the publication. APCO will continue to define the editorial vision and content of the publication. The first issue under this partnership will be the September 2006 issue.

800-MHz Transition Changes

The FCC recently announced the extension to the WAVE 1, Stage 2 Mandatory Negotiations. Additionally, the Transition Administrator has announced deadlines for impending Request for Planning Funding (RFPF) for Wave1, Stage 2.

Display Your Historical Items

The APCO Historical Committee is again hosting the "Once Upon a Time Room" at conference. The committee is looking for members who wish to display APCO historical memorabilia at the Orlando APCO Conference. As in the last two years, the committee has displayed APCO and radio memorabilia for the members' viewing from Monday through Wednesday of the conference. APCO's Path to Standards Accreditation Series: What is ANSI?

The American National Standards Institute (ANSI) facilitates the development of American National Standards (ANS) by accrediting the procedures of standards developing organizations (SDOs). These groups work cooperatively to develop voluntary national consensus standards.
Accreditation by ANSI signifies that the procedures used by the standards body in connection with the development of American National Standards meet the institute's essential requirements for openness, balance, consensus and due process.
APCO has completed the first phase of the application process to become an ANSI-accredited standards developer. Phase two is underway, with phase three following.
When ANSI accredits a standards developer such as APCO, that developer certifies that it will adhere to the "ANSI Essential Requirements: Due process requirements for American National Standards" for developing standards to become American National Standard (ANS). ANSI does not itself develop standards.
The hallmarks of the ANS process include:

  • Consensus by a group or "consensus body" that is open to representatives from all materially affected and interested parties;

  • Broad-based public review and comment on draft standards; 
  • Consideration of and response to comments submitted by voting members of the relevant consensus body as well as by the public;
  • Incorporation of submitted changes that meet the same consensus requirements into a draft standard; and 
  • Availability of an appeal by any participant alleging that these principles were not respected during the standards-development process.

Becoming an ANSI Accredited Standards Developer will let our organization further promote our standards process, increase the exposure of our standards and officially be recognized as an accredited standards developer.

News from Washington, D.C.

The Commerce Committee telecom bill (HR 5252) has been scheduled for floor action next Wednesday by House Majority Leader Boehner (R-Ohio). Title III of the bill contains a VoIP/9-1-1 provision. APCO, along with International Association of Chiefs of Police, International Association of Fire Chiefs, Major Cities Chiefs Association, Major County Sheriffs' Association and National Sheriffs' Association, issued a statement in opposition to Title III of the bill, which could prevent or delay the Federal Communications Commission (FCC) from enforcing its rules requiring VoIP service to deliver 9-1-1 call to the correct PSAP through the dedicated 9-1-1 trunk lines.
