Mentoring
Survey
We
are interested in cultivating the relationships between newer
members and those who have been APCO members for a while and in
relationship between the chapters and the membership department. We
are looking into ways to get members connected to one another and we
want your input.
One
way to integrate new members is to through a member-mentoring
program. A mentor could be someone who gives a welcome call to a new
member or perhaps an e-mail reminder of an upcoming meeting. What if
a more experienced member connected with a first-time conference
attendee from your chapter to help show him or her the conference ropes?
You
could share your expertise with the membership and strengthen the
industry on a member-advisory panel. Your professional experience
maybe you helped to build a new comm center or were the lead on a
CAD-implementation team could help a colleague.
We
have ideas about how to strengthen the APCO membership. Click here
to answer a few questions about your interests: www.apcointl.org/survey/mentoradvisor.html.

APCO
Homeland Security Committee Prepares Homeland Security and
Preparedness White Paper
Nearly
five years after 9/11, there remains substantial vulnerability to
the public safety communications infrastructure. In addition, basic
Continuity of Operations Planning (COOP) for all hazards identified
through a candid, localized risk assessment is not in place within
every jurisdiction. Read more about this and potential pandemic
preparations at

APCO's
Path to Standards Accreditation Series: What is ANSI?
The
American National Standards Institute (ANSI) facilitates the
development of American National Standards (ANS) by accrediting the
procedures of standards developing organizations (SDOs). These groups
work cooperatively to develop voluntary national consensus standards.
Accreditation
by ANSI signifies that the procedures used by the standards body in
connection with the development of American National Standards meet
the institute's essential requirements for openness, balance,
consensus and due process.
APCO
has completed the first phase of the application process to become
an ANSI-accredited standards developer. Phase two is underway, with
phase three following.
When
ANSI accredits a standards developer such as APCO, that developer
certifies that it will adhere to the "ANSI Essential
Requirements: Due process requirements for American National
Standards" for developing standards to become American National
Standard (ANS). ANSI does not itself develop standards.
The
hallmarks of the ANS process include:
Becoming
an ANSI Accredited Standards Developer will let our organization
further promote our standards process, increase the exposure of our
standards and officially be recognized as an accredited standards developer.
For
more information, e-mail Ricky Marshall, Human Capital &
Standards Director, marshallr@apco911.org, or Amanda Byrd, Human
Capital & Standards Manager, byrda@apco911.org. Stay tuned for
the weekly briefings in each upcoming eBulletin.

News
from Washington, D.C.
The
Commerce Committee telecom bill (HR 5252) has been scheduled for
floor action next Wednesday by House Majority Leader Boehner
(R-Ohio). Title III of the bill contains a VoIP/9-1-1 provision.
APCO, along with International Association of Chiefs of Police,
International Association of Fire Chiefs, Major Cities Chiefs
Association, Major County Sheriffs' Association and National
Sheriffs' Association, issued a statement in opposition to Title III
of the bill, which could prevent or delay the Federal Communications
Commission (FCC) from enforcing its rules requiring VoIP service to
deliver 9-1-1 call to the correct PSAP through the dedicated 9-1-1
trunk lines. Visit http://www.apcointl.org/government/documents/2nd-Joint-Letter04-25-06.pdf
to download the letter. Visit http://www.apcointl.org/government/bills/HR5252.pdf

On
June 2, the FCC's Wireless Telecommunications Bureau announced that
the 800-MHz band reconfiguration process for non-NPSPAC channels will
start July 3 in the NPSPAC regions assigned to Wave 4. Visit http://hraunfoss.fcc.gov/edocs_public/attachmatch/DA-06-1183A1.pdf

There's
Still Time to Register for Hiring: Against All Odds - Web Seminar
On
Wednesday June 21, APCO Institute presents another session in its
Supervisor Tool Kit Web Seminar Series. Steve Davidson, director of
the Lenexa (Kansas) Police Department Communications Center, will
present Hiring: Against All Odds. When it comes to hiring the right
person do you feel like you are just playing the state lottery?
During the first years of his management career, Steve Davidson dealt
with a 45-percent failure rate for newly hired dispatchers. After
changing the hiring process, he has enjoyed a full decade with a
95-percent retention rate by following three simple golden rules. The
presentation offers one agency's dispatcher recruitment and hiring
process as a guide that can pay-out big dividends and give you the
house advantage
